Shinde announces compensation for farmers

Mumbai, Aug 23 (UNI) Maharashtra Chief Minister Eknath Shinde on Tuesday informed the house that if

more than 33 percent of the damage is caused due to continuous rains the compensation will be given to the farmers by making panchnama.

Replying to the discussion under Rule 293 in the Legislative Assembly, the CM said the compensation to the farmers due to heavy rainfall will be provided.

Panchnama has also been made regarding the losses due to the outbreak of insect diseases like snail, yellow mosaic and the affected farmers will also be helped for the loss of crops caused by such insects, said Chief Minister.

Earlier, an automatic meteorological station has been set up in every 2400 revenue circles to measure rainfall and other meteorological phenomena. As this number is insufficient, the number of automatic weather stations will be increased and this will provide farmers with accurate weather forecast and insurance claims can be settled quickly, informed Chief Minister.

The Instructions are given by calling the insurance company for crop loss compensation. Also written instructions will be given to the insurance companies that the loss notification, application will be accepted at the agricultural office, tehsil office or the bank where the insurance is paid and these applications will be accepted, he said

The Incentive subsidy allocation of Rs 50,000 (Rupees fifty thousand but) will be started in the month of September to farmers who have regular loan repayments.

Mobile app will be used for Panchnama henceforth to reduce the delay in disbursing relief amount to the affected people during natural calamities. Soon, a new system is being developed to make e-panchnama through mobile application, request the required funds and deposit money directly into the Aadhaar link bank account of the concerned, he added. Remote sensing technology (satellite image) will be used in this. Drone technology will also be used.

In the state where there are disaster prone areas like landslides or frequent floods etc., people have to live in a constant state of danger. There is no policy for rehabilitation of such citizens. A strategy for the rehabilitation of such areas is being decided soon, he said while adding that the potential loss of life caused by this is largely avoidable.

The digital farming campaign will take up functions like seed traceability, block chain model, artificial intelligence, computerization of co-operative societies and farmer producer groups (FPOs), leads to increase the income of farmers by getting high quality seeds and fertilizers at reasonable prices, said Chief Minister.

The use of drone technology, nano urea, irrigation automation, control cultivation in modern agriculture will be supported by the government. Under Crop Diversification the value chain will be developed with special emphasis on "Oilseeds, Pulses and Horticulture", he said.

A complete ecosystem will be created to promote high value crops and horticultural crops.The task of achieving symbiosis with appropriate facilities and centers for cultivation and production of aromatic and medicinal plants in the agricultural sector will be undertaken in an effective manner, he added.

The Work will be done in a well-planned manner for proper implementation of central government schemes. Such as, “Agricultural Infrastructure Fund will be empowered to provide project monitoring unit for fast-track direction. Schemes of the Center regarding organic farming and natural farming will be effectively implemented so that our agriculture becomes poison free. Steps will be taken to create a complete quality chain from farm to market to increase farmers' income, CM said. Work will be done to promote Kisan Producer Group.

Actions are being taken to prepare a comprehensive action plan to reduce farmer suicides in Maharashtra in coordination with various departments of the government. A comprehensive policy in this regard will be announced soon, said Shinde.
